Utah operates its own OSHA-approved State Plan — Utah Occupational Safety and Health (UOSH), under the Utah Labor Commission. UOSH enforces process safety management requirements at least as effective as federal 29 CFR 1910.119, so Utah facilities face the same 14-element PSM obligations, enforced locally. EPA RMP requirements under 40 CFR Part 68 are enforced federally through EPA Region 8.
