Deadline questions

How often is a PSM compliance audit required?

At least every three years under 29 CFR 1910.119(o)(1). The clock runs from the completion date of the previous audit, and the two most recent audit reports must be retained. RMP-covered facilities have a parallel three-year audit requirement under 40 CFR 68.58 (Program 2) or 68.79 (Program 3).

How often must a PHA be revalidated?

At least every five years under 29 CFR 1910.119(e)(6). The revalidation must be as thorough as the original PHA, and it is a good time to fold in management-of-change records and incident findings from the intervening years.

When does the RMP need to be resubmitted?

A complete RMP must be resubmitted at least every five years from the date of the last complete submission (40 CFR 68.190). Some events require an earlier update, including a change in program level, a change that alters the worst-case scenario, or a new covered process.

How often is refresher training required?

At least every three years under 29 CFR 1910.119(g)(2), and more often if the employer, in consultation with the operators, determines it is needed. Refresher training must be documented with the date, the employee, and the means used to verify understanding.
